Steven A. Ruzinsky informs me in comments: “I have implemented “gradient domain” seam carving, which eliminates certain kinds of artifacts, in SAR Image Processor v. 3.4 . Example images with artifacts and removal thereof can be found in the SAR manual, http://www.general-cathexis.com/manual2/index.html. SAR is not freeware, but the save disabled demo is free.”
